This more in the SQC (Statistical Quality Control) domain - a quality indicator may change randomly (stochastically) within the limits and that is OK (natural), If it changes (from batch to batch, lot to lot, shipment to shipment) consistently in one direction (up or down - doesn't matter) - this is an alarm signal (suppliers's manufacturing process is not "in control") and products will soon arrive with the indicator outside the limits (non-compliant).
