Technically speaking, dams are "impounded". From context I should think most native-English tourists would understand that, even if "filled with water" is more obvious.

Though it is often said, including by dam engineers, to \"fill a dam\" is, strictly speaking, incorrect, since it is the reservoir formed by the dam that is filled. To a lesser extent, the same applies to \"impound a dam\", though this does tend to have the meaning of \"fill the area behind a dam\" rather than just \"fill a dam\".

Note that the primary meaning of \"dam\" is the structure holding back water, and that the secondary meaning only is \"the water thus kept back\" [Webster\'s].

The engineers concluded that if there were any shearing, it would take place such that it would cause a chair like deformation. This would then result in a braking reaction. After analysing the seismic information gathered, it was determined that the walls had a very high modulus of elasticity and that even though small slides were likely to occur, the outcome of these slides could be managed. Around Feb 1960, the dam was filled and only one month later a tiny detachment slide occurred. Significant amounts of mass material continued to slide and eventually on Nov 4th, 70 000 m3 of material slid down into the lake.

The Kenney Dam, 7 km south of the recreation site, was an impressive feat of engineering when it was built in the early 1950s. With four million cubic yards of material and standing over 90 metres high, it was the largest rock-filled dam in the world. The reservoir behind the dam was filled from 1952 to 1957.

The view looking downstream to the top of the dam clearly shows the sag in the cribbing behind the masonry face. The original crib dam sagged 3 feet in the center and bowed 8 feet downstream when the dam was filled. This weakness was a primary reason for the construction of the masonry face of the dam. Swimming or canoeing in this upper pool would have been extremely dangerous, since the water is sucked down to exit at the base of the dam.

because it is also use to say rock-filled or land-filled to mean material and standing of the dam
