: no - that will allow a business to operate a railway line - this "Autorisation de circuler" is meant to prove that the rolling stock can be let loose on the public - allowed to "circulate" on railway lines. It's like "homologation d'un modèle de voiture"

Same ORR website referenced by Suzie and Bokani, but I believe this is the section that names the actual permit (namely a "safety certificate") required to *let the rolling stock loose on the public (*borrowing from Daryo!), and tantamount to a "homologation."
