This is from a document concerning a sail shade (Sonnensegel). Unfortunately there is no context whatsoever, it appears in a list of software settings. I found a document for a similar product, though, that might shed a little more light on what this is:

Tuchwellen sind die drehbar gelagerten Wellen, auf der das Markisentuch aufgerollt wird. Je stärker eine Tuchwelle durchhängt, desto stärker wird auch das Tuch selbst durchhängen. Je größer und stabiler die Tuchwelle ist um so weniger wird sie in der Mitte durchhängen.
