I think the general sense is that cars can safely drive over the shaft cover but was looking for concise way of expressing that.

That tells the whole story - they don't actually only mean "cars", but light vans too - the 600 kg wheel loading gives quite a lot of scope in that direction...

I THINK this means a vehicle of up to 2.4 t gross weight, and that could surely include a small delivery van...(NOT, and I stress, a transit-type).
