I like the pencil pusher it has not been listed in the responses, but as far as I am aware it is the correct term (and not paper pusher).... I would use bean counter for an accountant only...

And I have to admit, I feel absolutely dissed by the source text... ever since our stationery is under lock and key, I am the only one who has a pile of those plastic sheaths on my desk and everyone is stealing them from me... I rather see myself as the queen of plastic sheaths rather than a pencil pusher... LOL...

@ Johannes Regarding the "Klarsichthülle", I don't believe that it includes any connotation of clarity. In my view, this just refers to an (overly) bureaucratic or pedantic manager who has no vision or mission but is (micro)managing the company "by the book". The distinction between charismatic and mundane is spot on, I think.

overdiligent? would be "übergenau", "überfleißig", i.e. a "Korintenkacker", "Pfennigfuchser" or "Streber" and similar. I doubt on this interpretation.

If I consider the "Klarsichthülle", I assume that the person likes to have clear alternatives on the desk, no much to read, no much to consider, but making quick decisions. Subalternes should prepare the file in such way that he can say yes or no on the spot.

So, he is something like a 'decision-maker'. Such personalities can climb up to the top.

Klarsichthüllengigant In the US, it would be "pencil pusher" or "bean counter" (i.e. nitpicker or detail-obsessed pedantic)

"Cool Luke", "straight arrow", "going by the book guy", "getting things done", "no-nonsense person" would stress the positive aspects

For "Klarsichthüllengigant" I have no real circonscription. I never heaord such pejorative compound noun. In any case, it's a very bureaucratic person, even pedantic. A German synonyme may be Schmalspurtechniker, (narrow-minded specialist) or

No, I really don't have context. I suspect the author is juxtaposing their different characters, so is this case the one is temperamental/emotional "mover and shaker" and the other is a cool-headed "pen-pushing" type. But that is really guesswork :)

In my experience, when people say they have no context, it usually turns out that they do. Or have you just been given these words to translate and nothing else?
Temperamentsbolzen is a fiery personality. Klarsichthülle is a transparent plastic folder - maybe someone who supplies stationery?

The overdiligent Mr. Heckler. Just a suggestion, there'll be others. But basically it's someone who is a control freak and wants everything in perfect order, a time-waster of sorts.
