As Edith says, it is hard to say what the exact translation is without more context. "By-laws" is used often in reference to "articles of incorporation" (Satzung).
Edith's suggestion isn't wrong but I am more familiar with it in a legal setting and politics.

We do not know. It's an educated guess after translating a total of some 75,000 words of MAA = still rather low CL. We think it means the Tagesordnung of AGMs (or perhaps Board meetings??) and we have tried to translate that. / OK, might be wrong.
