Hebrew term or phrase: סדר הליכה
Not much context other than it appears on an invoice for water/sewerage. It has something to do with the water meter as it is listed next to the water meter number and count.

  -> Could be. In the English-language sources, though, there's differentiation between walking routes and driven routes, so the former might be meant specifically here.
