Do you have any clue where the author might be from?
Given the context, I suspect p&d to stand for "planning and design", but I can't be 100% sure, of course.
In Italian I would translate it as "il progetto".

This is in the Italian. "Planning and design" makes sense. I don't know where the author comes from; I just get sent these memos out of context by an agency, but the quality of writing is not that brilliant (then again, I know plenty of native English speakers can't write English....). |
