dstrettuali e sovradistrettuali

Italian to English Bus/Financial General / Conversation / Greetings / Letters Council department
This is part of the address for a social services division in the "Comune di Genova". I am not just trying to get two terms within one question, but I think these two terms need to be translated respectively against the other.

@ Shabelula I think Phil is using "regional" because this is how English-speakers define service provision areas.

no doubt it's a local service, but not necessarily "regional". A district for that exclusive purpose, for citizens without a territorial reference. The sovradistrettuali could imply a supervision/monitoring agency or role, watching over the district services.

Here "distretto" indicates the geographical region in which the social department operates - a distretto being a territory that includes a certain number of towns situated in the same area, that create a community based on the local services available. It seems to me that some of the services provided for the population, especially the most specific ones, are made accessible for the people living in other districts as well. So these departements may cover a larger area in terms of users, as they stretch outside the district in which they are located > that's the meaning of "sovradistrettuali".

Maybe terms like "territorial" or "proximity" could help, if you want to avoid the literal "Department of the Services for the District and beyond the District"...
