financial instruments that are not widely held
I would suggest this, as the opposite "widely held" is the standard terminology
and is also used in the negative

as a result these financial instruments are likely to be "thinely traded"

Comment: "Thanks, I also came across "closely held" as opposite of "widely held", also in Investopedia."

limited issue financial instruments
Another alternative. They are not widely held because not many were issued. A native English document would probably use the word illiquid, meaning there is little market for the instruments because there are few of them. Consequently they are highly volatile and high risk, so uncovered short selling would be restricted.
