deliver (or release) to a torch
the control valves and ON/OFF [controls], which deliver (or release) cryogenic liquids to a torch.
(The torch is where certain of the liquids, plus possibly other materials, are disposed of by burning off.)

(Incidentally, the scarichi are evidently the pipes which carry materials to the torch.)

(In petroleum engineering, this kind of burning off is called "flaring".)
--------------------------------------------------
Note added at 3 days7 hrs (2012-08-19 15:51:53 GMT)
--------------------------------------------------
Better alternative (after much delay): deliver to a flare, release to a flare.
(My mind was not working well at first.)
