平3中専 and 平3高専

Hello!

For the second time in just a few days I've run into the expressions 平3中専第####号 and 平3高専第####号 on Japanese teachers' licences/diplomas (# are numbers) related to 中学校 and 高等学校. Does anybody know how to translate it? Does it relate to some teacher classification or law? Google returns lots of similar documents, but no explanation as to what it means.

平3 stands for 平成3年(1991), when the certificate was issued. The person has at least a master's degree to have obtained the 専修免許状.
