Non-PRO Japanese to English Tech/Engineering Petroleum Eng/Sci related to gas turbines
it is used in word like 至熱料, 至発電機 in relation to gas turbines. How to use it?

Usually this is seen on schematic diagrams or maps to indicate direction, although I guess it could be used in text as well. In this case, it appears to be indicating where the pipelines, cables, etc., are leading to, that is, 至熱料 would be "to fuel (tank)", and 至発電機 would be "to electric generator".
