I usually understood "lensmann" to be the equivalent of a "sheriff", but I am wondering if the "betjent" signifies that this is a level below sheriff, e.g. "sheriff's deputy"?

True, lensmann is a little like a county sheriff, but much more than that, with magistrate functions among his or her many duties. A betjent at the lensmann office may be just a clerk, but clerks do not normally pursue the bad guys physically. Hence, just police officer would be my choice, as there is no direct equivalent post.
