We can use the word "open" for "Azad". It is quite analogous with "OPen University", which is commonly used. "Azad" implies that the institute has an open entry policy, i.e. students' previous academic achievements are not taken into account for entry.

The Establsihing date of The Open science Institute of Eram.

I think; Since every university is an institute but not every institute a university we can not use the University as a direct translated form in this context, and since Azad must be translated as Open ( Free) here then "The" should be used since it is a Name ( Esme Khas) therefore I believe this tranlation should be the correct version of the sentence above.

The term "AZAD" is almost generically translated as "OPEN".
pending on the style of their control system, the educational systems in Britain fall in two distinct categories: They are either "state" schools i.e. controlled by central government or "public" schools financed and controlled by "private" sector.
