I think; Since every university is an institute but not every institute a university we can not use the University as a direct translated form in this context, and since Azad must be translated as Open ( Free) here then "The" should be used since it is a Name ( Esme Khas) therefore I believe this tranlation should be the correct version of the sentence above.
