O objectivo é matricular-se no curso de Pintura, mas acaba **rasteirado** pela insistência fortuita de um administrativo da Escola de que o curso em que poderia ter futuro seria Arquitectura e não Pintura.

might 'sidetracked' be a reasonable translation of this in context?

I think the sense of rasteirar here is "tripped up". Sidetracked might work, but I have a feeling the word has more of a sense of stopping him in his tracks than sidetracking him.
