1. I do not think "qualificados" specifically refers to the petitioners' identification. I think it relates to their status as it satisfies the required status to file any petition to the Court, or the status as it satisfies the required status to file this particular type of Petition to the Court.
2. In English, this type of non-adversary action is generally referred to as a "Petition", not an action or proceeding or lawsuit.
3. "Inicial" means the present action, in this instance the present Petition, as discussed in item (2.) above.
