PS. I think you will find this is "exposed concrete" in UK lingo.

cu cerință It does not mean that it is sought after, neither does it mean that it is rare/there is a high demand for it. It just means that the client requested it for this particular project, just as he could have requested wooden window frames, solar panels or whatever.

In English it is not enough to say that it is required unless it has been requested, but it could be that this is "in demand" and therefore it is "sought after" and possibly difficult to find.....?

@ Gabriela The term to use is "exposed concrete". We do not use "apparent concrete" in English (this is a bad translation). However, I just want some confirmation regarding the nuance of "cerinta" here. Obviously I understand that it means requirement or demand. However, it is how we phrase this in English that needs to be considered.
Does the text imply that there is a high demand in Romania for buldings to be built in exposed concrete? For example, they Prime minister could perhaps be supporting this action. This is the idea I have.

I am aware of what each word means, but in the context "with a requirement" is not clear in English. What do you mean? Do you mean that there is not enough exposed concrete around, or do you mean that it was requested by the building client? You see this could mean anything in English. What does "requirement" relate to?
PS. Your link is about "render", not concrete. The translation of "concrete aparent" is "exposed concrete". "concrete appearance" means that it is NOT concrete at all. As this building uses formwork it is almost certainly made in concrete, and in this case it is exposed concrete. The problem I have is "cu cerinta".
