Your phrase would simply be "rejection".

Russian can be very long-winded sometimes, and English can be extremely brief!

[authorising body]: Rejection of application [by X] for approval to market Y.

But I'm still not sure I've understood the context of your phrase, particularly the fact that it ends with a full stop, so nothing follows it.
