Los préstamos o adelantos anuales se otorgarán sin pago de interés y hasta por monto máximo del 50% del monto por indemnización por antigüedad acumulado al 31 de marzo del año fiscal anterior. Esta cantidad deberá ser resarcida a la Organización dentro de un plazo del mismo año fiscal en el cual es otorgado el préstamo y en cuotas mensuales deducidas de la planilla que no podrán exceder del 50% del salario mensual.

Translation
Annual loans or salary advances will be given/paid to employees on an interest-free basis, up to 50% of the **amount on account of compensation for seniority**, accumulated up to March 31 of the previous fiscal year. This amount should be repaid to the Organization within a fiscal year year in which the loan was paid.

Puede que mi consulta parezca un poco trivial, sin embargo mi duda es por la parte que dice "del mismo año fiscal" puesto que dicha expresión sugiere que el préstamo debe pagarse en el mismo año fiscal en que se solicitó y no "al año fiscal" en que se solicitó.

in the same fiscal year in which the loan is granted... in other words, by the end of the fiscal year in which the loan is granted.

If the fiscal year ends on Dec 31st, that's the deadline for repaying the loan, regardless of when you took the loan out. I don't think any other interpretation is possible here.

In your proposed translation, just replace "a" with "the" and take out the second "year".

Example sentence:

A stub period refers to a short or partial period in a swap or *loan*, or coupons on a bond.
