submit a complaint to the relevant administration Explanation: I am familiar with the Chilean FOI system. If a citizen requests information and is not satisfied with the response, (s)he can submit - via the same on-line porta - a 'complaint' (known here, in this specific context, as a 'reclamo', not a 'recurso') to the 'Consejo para la Transparencia'. See: https://www.portaltransparencia.cl/PortalPdT/ and (especially relevant to this question): https://www.portaltransparencia.cl/PortalPdT/preguntas-frecu... ¿Qué hago si no responden a mi solicitud? |

submission of appeals/administrative appeals Explanation: In this case, I would go with "appeal" given the likely intent of the person submitting it. Since the context refers to the user not being in agreement with a decision or in case of a denial we can assume that their intent is to reverse that decision by submitting an appeal. |
