Spanish to English Law/Patents Law: Contract(s) disaster financing

This phrase puzzled me. I thought it could be taken in two opposite ways: such contracts are either (1) disallowed or (2) outside the scope of the Law on Indebtedness. I opted for the latter (see my translation below). The context:

Cabe señalar que la elección de los instrumentos financieros tendrá en cuenta las condiciones establecidas en la Ley General de Endeudamiento, descrita líneas arriba. La contratación de ese tipo de financiamiento **se encuentra exceptuada** de la Ley de Contrataciones del Estado y se puede efectuar con entidades multilaterales y de cooperación bilateral.

My translation is:
'It should also be pointed out that the choice of financial instruments needs to take into account the provisions of the General Law on Indebtedness described above. Contracting for this type of financing falls outside the terms of the Law on Public Contracts and may be negotiated with bi- and multilateral cooperation agencies.'
