Paul, perhaps you could add in "exclusive"; this would convey your meaning and the sentence would make more sense.

As for licence vs concession, I'm not sure they are interchangeable here as to my mind concession contracts (we want you to do it) and licences (we permit you to do it) are different things. But I'm no legal expert.

On the right track... Thanks for your help so far, ladies and gentlemen. Yes, we are talking about something subject to a "concession", but I wondered if there was some special terminology for this. To be more specific, a service (in this case the transmission of electricity) has a practical monopoly in its field in the given area, and as such it must allow access to all those wanting the service (in this case, power plants). They are not allowed to refuse any customer since that customer cannot go to a competing service provider.
