Source text - Chinese 气候变化谈判中的重要原则必须坚持。德班决议规定，在2015年前要有一个新的有法律强制力的公约。能不能坚持“共同但有区别的责任”、“各自能力”、“公平”和“环境整体性”等原则，是发达国家和发展中国家谈判的焦点。John Lee先生在本文中恰恰忘了这些原则。John Lee先生举了两个例子，一个是欧盟的航空排放交易体制（ETS）。欧盟ETS总的来说在减排方面迈出了一步，但由于其设计机制有一大缺陷，即没有将发达国家和发展中国家航空业区别对待，得不到支持，实施很困难。欧盟ETS令发展中国家航空业比发达国家的航空业压力大、损失多。我们希望在今年的4月31日正式收费前，通过谈判，解决这个关键问题。
Translation - English The key principles of climate change negotiations must be adhered to. The Durban Resolution stipulates that before 2015 there will be a new legally-binding convention. Whether or not it can maintain the principles of “common but differentiated responsibility”, “individual ability”, “fairness”, and “environmental comprehensiveness” is a key focus of developed and developing nations. John Lee in his article forgets precisely these principles. He puts forward two examples, one of which is the EU’s aviation Emissions Trading System (ETS). The ETS is generally a step forward in reducing emissions, however, because this system’s design mechanism has a large flaw, that is it doesn’t differentiate in its treatment of the aviation industries of developed and developing countries, it hasn’t won support and implementing it is difficult. It puts more pressure on and causes more loses to the aviation industries of developing countries than developed countries. We hope that before April 30th, when the collection of fees formally starts, that this key problem will be resolved through negotiation.
