In December 2011, I joined my George Washington University colleague Nathan Brown for an extended conversation with Deputy
Supreme Guide of the Egyptian Muslim Brotherhood Khairet el-Shater. The timing was oddly propitious, in that Brown had
just published an outstanding book about Islamist parties in the Arab world entitled “When Victory is Not an Option.” But, as
we explored with Shater, victory did suddenly seem to be a real possibility for the Muslim Brotherhood. How would this sudden
opportunity, after decades of participation in an authoritarian system that would not allow them to actually win, affect their behavior,
their ideology, or their internal organization?
While Shater could only speculate about how the new environment would change the Brotherhood, the organization’s behavior
suggested — at best — confusion. Shater himself was nominated as a candidate for the presidency, after the Brotherhood had insisted
for months that it would not field one (after Shater’s disqualification, his place was taken by Mohamed Morsi, who advanced to the
run-off to be held on June 18). This followed massive Islamist victories in parliamentary elections, their controversial domination
of the selection of an assembly to write a new constitution, and growing mistrust and anger between them and revolutionary forces
upset with their failure to support street protests against the military leadership. For many, the Muslim Brotherhood seemed to be
gambling to seize all power in the new Egypt...even as their own leaders saw themselves as besieged on all sides.
The rise of Islamist power in Egypt had parallels across the region, as Islamist parties took leading roles in post-revolutionary Tunisia
and Libya, played a key part in the Syrian and Yemeni uprisings, and won elections in Morocco and Kuwait. The rise of Islamist
movements in the Arab countries that have undergone political upheavals over the last year has startled and disturbed many once-
enthusiastic observers. Pessimists lament that the “Arab Spring” has given way to an “Islamic Winter,” and warn gloomily that the
overthrowing of dictators is only empowering a new generation of religious fanatics. But it is far too soon for such despair. Islamist
movements were well positioned to take advantage of political openings, and have indeed taken the lead in many of the transitions.
The once repressed and tightly controlled Islamist movements are now in the position to at least attempt to act on their beliefs.
Their success should not have come as a surprise. These movements have been reshaping the public culture of the Arab world for
decades, and have long been the best-organized and most popular political movements in most Arab countries. No observer of
the region could have failed to note the steady growth of Islamic public culture or the formidable political machines of Muslim
Brotherhood-style movements wherever they were allowed to operate. Islamists were naturally well positioned to take advantage of
the political openings in many Arab states that followed the great protest wave of 2011. But who are these movements? What do they
want? And how will they shape — and be shaped by —the new politics of the region?

Em dezembro de 2011, eu me juntei ao meu colega da George Washington University Nathan Brown para uma conversa bastante abrangente com o dirigente da Irmandade Muçulmana Egípcia Khairef el-Shater. O momento em que se deu a conversa foi estranhamente propício, já que Brown acabara de publicar um livro de grande repercussão a respeito dos partidos islamistas no mundo árabe intitulado “When Victory is Not an Option.”* Mas à medida que nós explorávamos o assunto com el-Shater, a vitória de repente pareceu ser, de fato, uma possibilidade real para a Irmandade Muçulmana. Como iria essa repentina oportunidade, após décadas de participação em um sistema autoritário que jamais os deixava vencer realmente, afetar o comportamento, a ideologia, ou a organização interna do movimento?
Enquanto Khairef el-Shater não podia fazer mais que especular a respeito de como o novo ambiente mudaria a Irmandade, o comportamento da organização sugeria — no melhor dos casos — confusão. O próprio el-Shater fora nomeado como candidato para a presidência após a Irmandade ter insistido por meses que não iria participar das eleições (depois da desqualificação de el-Shater, seu lugar foi tomado por Mohamed Morsi, que avançou para o segundo turno realizada em 18 de junho de 2012). O bom desempenho de Morsi nas eleições presidencias veio na sequência da massiva vitória dos islamistas nas eleições parlamentares, da sua controversa dominação da seleção de uma assembleia para redigir a nova constituição, e da crescente desconfiança e animosidade que se ergueram entre islamistas e as forças revolucionárias aborrecidas com a falta dos primeiros em não terem apoiado os protestos de rua contra o governo militar. Para muitos, a Irmandade Muçulmana pareceu estar jogano para tomar todo o poder no novo Egito... mesmo quando seus próprios líderes se viram cercados de todos os lados.
O crescimento do poder islamista no Egito teve paralelos em toda a região, tendo os partidos Islamistas desempenhado papéis de liderança na Tunísia e na Líbia pós-revolucionárias e papeis chave nos levantes na Síria e no Yêmen, e tendo vencido as eleições no Marrocos e no Kuwait. A ascenção de movimentos islamistas nos países árabes que passaram por reviravoltas políticas no curso do último ano tem deixado muitos observadores apreensivos e incomodados, mesmo os que já foram entusiastas desses mesmos movimentos. Os pessimistas lamentam que a “Primavera Árabe” tenha dado lugar a um “Inverno Islâmico”, e alertam sombriamente que a derrubada de ditatores está somente empoderando uma nova geração de fanáticos religiosos. Mas é ainda demasiadamente cedo para tanto desespero. Os movimentos islamistas estavam bem posicionados para poder tirar vantagem das aberturas políticas, e têm deveras assumido a liderança em muitas das transições
Os movimentos islamistas que antigamente eram reprimidos e rigidamente controlados estão agora em posição de pelo menos tentar agir com base em suas crenças.
Seu sucesso não deveria surpreender a ninguém. Esses movimentos têm remodelado a cultura pública do mundo árabe por décadas, e têm sido, já há muito tempo, os mais bem organizados e mais populares movimentos políticos na maioria dos países da região. Nenhum observador da região poderia deixar de notar o crescimento regular da cultura pública islâmica ou as formidáveis máquinas políticas dos movimentos ao estilo da Irmandade Muçulmana onde quer que elas tenham tido permissão para operar. Os islamistas estavam naturalmente bem posicionados para se aproveitar das aberturas políticas em muitos países árabes que se seguiram à grande onda de protestos de 2011. Mas quem são esses movimentos? O que eles querem? E como eles irão moldar a – e ser moldados pela – nova política da região?

Ainda está por se fazer a descrição e interpretação dos parâmetros norteadores do sistema de pensamento ao qual nós, herdeiros do século XX, estamos submetidos.
Buscaremos estudar hoje um dos aspectos problemáticos do paradigma científico das humanidades no interior do conhecimento histórico. Trata-se da capacidade da linguagem de armar significados com efeitos de verdade. Sabe-se que a relação entre linguagem e verdade foi problematizada por pesquisas que submeteram tais noções à genealogias, arqueologias e desconstruções. Os contornos dos diversos paradigmas científicos vividos ao longo da história foram abordados por autores como Foucault, Kosseleck e Tomas Kuhn.
Tais pesquisas lograram concluir que não há linearidade na transmição do saber ao longo dos séculos, o que trouxe ao debate a crise na meta de um conhecimento científico absoluto pressuposto desde os gregos.
A INSTABILIDADE DA FICÇÃO NA TEORIA DA HISTÓRIA
Em história essa crise epistêmica pode ser abordada se focarmos o debate sobre a presença de elementos ficcionais na escrita da história. A autorreflexão crítica do oficío do historiador tem se sedimentado em disciplina científica desde a década de 70 sob o título de teoria da história.
Apresentaremos a hipótese de que há um mal estar no âmbito dessa disciplina quando se trata de encontrar o lugar apropriado à ficção na estruturação do discurso histórico; e que isso se deve à instabilidade atual da relação entre linguagem representativa e verdade. Analisar a problemática da ficção como propriedade da narrativa histórica nos ajudará a organizar os parâmetros pelos quais o paradigma atual aceita a ideia de verdade histórica.
Escolhemos para título dessa apresentação “Afirmar e negar a ficção” dada uma curiosa repetição paradoxal na apresentação da ficção nos trabalhos de dois eminentes teóricos da ciência histórica. (...)

A satisfactory description and interpretation of the guiding parameters of the system of thought to which we, as Twentieth Century heirs, are subject is yet to be done.
This is an attempt to study one of the problematic aspects of the scientific paradigm of the humanities as it exists inside historical knowledge: the capacity of language for building meanings with effects of truth. It is known that the relation between language and truth has been problematized in researches that have submitted such notions to genealogies, archaeologies and deconstructions. The (question of the) outlines of the various scientific paradigms experienced throughout history have been addressed by authors such as Foucault, Kosseleck and Tomas Kuhn.
Such researches managed to conclude that there is no linearity in the transmission of knowledge throughout the centuries, which brought into the debate the crisis of the target of an absolute scientific knowledge that as such has been presumed since the Greeks.
THE INSTABILITY OF FICTION IN HISTORICAL THEORY
In History, this epistemic crisis can be addressed if the debate concerning the presence of fictional elements is focused on historical writing. The critical self-reflection of the work of the historian has been solidified as a scientific discipline since the 1970's under the title of historical theory.
It will be presented here the hypothesis that there is a malaise in the scope of this discipline when it comes to finding the appropriate place for fiction in the structuring of historical discourse; and that this is owing to the current instability of the relation between representative language and truth. Analyzing the problem of fiction as a property of historical narrative shall help us organize the parameters by which the current paradigm accepts the idea of historical truth.
The title for this presentation, “Affirmation and Denial of Fiction”, owes itself to the curious paradoxical repetition in the presentation of fiction in the works of two eminent theoreticians of historical science. (...)
