Literal translation of 賢慮 as each character implies is "wise" and "thoughtfullness".
However in this case, the court demonstrated its discretion, which is also an act of judicial wisedom, which is also a political consideration (what else it can be?).
When I checked definition of "discretionary" here:

Please note that "discretion" or "discretionary" is highly legal term, so I think this is not too off the mark.
Please also consider this that I read 一端 "an example of something". Not necessarily "a part of --" (although could be just as good).

一端means 'part' and 賢慮means 'due consideration' or 'wise consideration.' I think 'due consideration' fits in your particular case.
