neighbors

I think that "mates" implies some degree of choice as to who lives next to you. Relations between neigbors in the soviet-era "communal apartments" were usually strained to openly hostile, at least in my experience. I actually grew up in one of these apartments and the people living next door were anything but any sort of "mates". Maybe communal apartment neighbors or co-residents might fit.

classmates and inmates may not have much of a choice, but there is a sense of a shared situation, which is not present in an apartment
neutral Elena Ivaniushina : not sure that "mates" implies "some degree of choice". What about "inmates"?

good point Alya... I guess I didn't express my idea very well, it's just a feeling that I tried to verbalize
agree Alexander Demyanov : roommates (when it means apartment mates rather than students sharing a dorm room) does imply choice

roommates

Peer comment(s):

5 mins
agree Simon Gregory : Practically I know when roommates have own bedrooms and shared barhroom and living room/ kitchen. This definition easy to catch for Americans, but necessary to underline mandatory character sharing the dwelling.
34 mins
47 mins
neutral Vladimir Dubisskiy : not 'mates' in this context. 'mates' works for "общежитие"
48 mins

flatmates

Peer comment(s):

neutral Vladimir Dubisskiy : only if they rent it together and share the cost. Like young people, say, rent 2 brdm apartment and live there - two girls and two boys but they are not close at all, just "flatmates". It is "kommunalka" a la Canada (in my example)

agree Stephen Rifkind : If clearly sharing an apartment, flatmates

neutral Olga B : with Vladimir and Sergei, Anneta, I did not say it is wrong, it is just not exact. Sorry smth. happened with Russian: I can't type in Russian.

agree Simon Gregory : It is closest definition as matter of fact, but when I tried to explain it for American students, usually they asked 3 additional questions, and the word "roomate" is easier to catch--1-additional question.

Thank you. Term "neighbours" suggests people of different origin, age, education, social rank etc. Mates find each other just because they have something in common: same univer, same job... IMHO

Apartment mates (in a communal apartment)

There seems to be no perfect answer. Neighbors, apartment mates, roommates are all used. "Neighbors" implies not living in the same place, so I find it confusing to refer to neighbors in a communal apartment--but this construction is used. I also agree that "mates" most often implies some choice in living together--but this is also used. I lean towards "apartment mates" (US) or Anneta's "flatmates" (UK) - but I think that's more my personal preference than anything else.

I have always heard коммуналки referred to as "communal apartments" (and you'll find a zillion hits for that on Google).
Peer comment(s):

agree Olga B : Communal apartmet - yes, but not mates

Peer comment(s):

agree Anil Bansal : I think this is most appropriate because it is not necessary that always you have some degree of choice to share the apartment with some body. Sometimes you are forced to share the aprtment with some one and then it implies only cohabitants
50 mins
neutral Olga B : I think as you mentioned yourself it has ''разные толкования и чтения'' , the same way as in Russian ''сожитель, сожительница'', and the implied connotation is not the one needed here
