: This means "stavební závody", not "pozemní stavební objekty". Please google "stavební závod" for an explanation, there is about 200 exact hits (about 400K non-exact one).

No, it does not. What is according to your opinion stavební závod? Some factory? And do you think that the definition of Czech Chamber of architects is not correct and valid? I think that they know what they are talking about

: building site is a place where a building is to be built; but then they are called stavba and not stavební objekt

...or is being built - and then it's "objekt" as well.

: It's close but it means steel/concrete structures like bridges, steel/glass buildings, etc. (i.e. anything with visible inside structure)

as far as I know, this is used for buildings, too

constructed facilities
= stavební objekty (without explicitly stating "pozemní" but they usually are anyway)

civil engineering facilities
again, "pozemní" is implicit.
Discussion
- based on your comments I would say something line: civil engineering facilities/projects
- there also are civil engineering structures, like bridges, viaducts, flyovers etc. but this not the case here, I think.
