The sentence is as follows:

Tali, I'm not sure what is the accepted term here, but the meaning is something like:
אני מצווה שאף אחד מאלה שינהלו את הרכוש שלי, לא יהיה חייב לתת/לספק ערבויות לאיגרת חוב.

The will (testament) executor is supposed to deal with the deceased person's assets. In order to make sure that he performs well / prudently / etc., he might be required to submit a bond which will be cashed if he defaults on his duties.
In this case, the testator (בעל הצוואה) releases the executor from the requirement to place a bond.

I'm not 100% sure, but there is a term in hebrew "ערבות ביצוע", which is used when there are 3 parties to a legal contract. In case of Last Wills and Testaments there can be a Testator, the Executor of the estate and a "third party", which guaranties or by means of which its guaranreed that the Executer will perform his duties properly.
Something like that ;)
