town-forming industry

I'd use for предприятие the term "industry" (it has the предприятие meaning as per Polytechnical Dictionary(Lingvo 12). "Industry" sounds proper here.

It is hardly just "Soviet realia" - not at all. It happened in Canada, in the US in many countries of the world - quite common phenomenon. Someone found something (oil, gold, water) - workers came, then they brought families, or immigrants came, then their families, etc. then services came, infrustructure created and voila - we have a newborn town / city. Then resources dwindled - everybody moved out - town died.

But the Soviet-way "town-forming" enterprise was really something special (with company-owned farms and clinics):
The "town-forming" enterprise includes vegetable and cattle farms; clinics; social clubs; ... high quality welding rods for the ship building industry. ...
