"Working out of" hoy en día se refiere a "tener oficina en", por ejemplo "working out of your home" es "trabajar desde casa", "tener tu oficina en casa". En este caso evitaría complicaciones y pondría "Trabajando desde una de las 28 bases de ..............." Suerte :D
