The arrangements shall detail procedures for dealing with major incidents as well as routine emergency reports (e.g. supply failures, leakage, etc.).
Major incident plans will include a sectorised load shedding plan, which will enable the system to be shut down safely within a minimum period of time (and this will be specified in the plan).

En castellano no se usa tanto "período" en estos contextos, la idea es que se haga en el menor tiempo posible

gracias Marina :) Lo que digo es que decir "período de tiempo" es redundante, ¿de qué otra cosa puede ser un período? Wikipedia es una buena fuente de información, sí, pero yo no la usaría para demostrar cuestiones gramaticales, todos pueden escribir allí

I stand by my answer, "posible" covers the possibility of different times on different occasions. The part you mention establishing a max. allowed period of time to do this corresponds to the text in parenthesis in the source, not included in the question

The English text does not imply that the system should be shut down 'as quickly as possible'. The time taken might vary from one occasion to the next and still be perfectly acceptable.

The text means that regardless of the circumstances, the shut-down must be completed within a pre-determined time-scale (and this time-scale will be specified - i.e. made known to users).

In some circumstances it may be possible shut the system down much faster than the specified time (that would be shutting down 'as rapidly as possible'), but in the worst-case scenario it must still be possible to shut down within the specified time-scale.

So, 'minimum', here, refers in fact to the *maximum allowed time*.
