"Rastbestände" are not populations of resting birds (every bird, migrant or not, rests several times during the day and at night), but populations of migratory birds or rather passage migrants (see asker's previous question) spending a limited amount of time in a certain location during their annual migration.

: That would be "ruhende Vogelbestände" rather than "Rastbestände"... "Rastvögel" or "Rastbestände" are specific terms used in bird migration.
