passage populations

"Rastbestände" are not populations of resting birds (every bird, migrant or not, rests several times during the day and at night), but populations of migratory birds or rather passage migrants (see asker's previous question) spending a limited amount of time in a certain location during their annual migration.

resting birds

or simply "those birds resting in..."

Obviously, this is very context-specific.

resting bird populations

I'm quite surprised that there is only one relevant web source coming up for the above term, but this one is spot-on in terms of your context:

http://horizonscanning.defra.gov.uk/ViewDocument_Image.aspx?...
"Offshore wave systems: Disturb or displace migrating, feeding and resting bird populations. ‘Fish-strike’, impacts on migrating marine life including marine mammals, and changes to tidal regimes. During construction and operation."

neutral Cetacea : That would be "ruhende Vogelbestände" rather than "Rastbestände"... "Rastvögel" or "Rastbestände" are specific terms used in bird migration.

Yes, I take your point.

resting birds resources

according to what I found with Google
Peer comment(s):

disagree Cetacea : This has absolutely nothing to do with resources. "Bestände" are populations.
