"生販価格" is a short form of "生産者販売価格" without a doubt.

I presume the term is equivalent of Purchaser's Price as defined by OECD but is different with respect to VAT, to see that the search results for "生産者販売価格" include numbers of cases where the term is followed by special notes about inclusion of VAT, while the Central Government defines a special term for its English translation.
