Could I use 'at their discretion' here? I have seen the term translated as 'Optionally' but it doesn´t seem to fit in here.

"potestativo" according to Alcarez Varó and Hughes Diccionario Jurídico, means discretionary or optional, as you suggest, so I think in this context the writer flagging the "discretionary power" of the UGE to deal with certain cricumstances or cases as outlined in the "Real Decreto" etc.
