Again, this is a Colombia-specific term I can't find a translation for. I'm wondering if it means 'workforce', but don't know if anyone can come up with a better term for the "set of positions" in a government agency.

Según he podido interpretar de mi consulta en Internet, se refiere a los puestos de trabajo de una entidad pública determinada, por ejemplo un hospital: todos los puestos de trabajo requeridos para que dicha entidad funcione.

De acuerdo a dicha interpretación y a lo que resulta más adecuado para tu contexto –creo que hace referencia a la política de empleo de la mencionada entidad-, mi propuesta es “public employment policy(ies)” / “public staff policy(ies)”

if you want a "set of" you could use "group of " or "grouping" or Dept. of" with either civil servants or public service employees as these are normally just grouped by Govt Dept or indeed by the union they belong to.
