designed and implemented a photovoltaic system

You could use this if we are not talking about the actual installation (as per Jim's reply) but rather the creation of the system. Or even "created a photovoltaic system"

realize a photovoltaic device or system

(More context would be very desirable.)
If the source text is ambiguous, the translation should preserve the ambiguity unless there is a reason not to.
Peer comment(s):

neutral Sara Maghini : Yes, but I've never read 'realize a [...] system' in any technical text.

As a patent translator, I would estimate that 90% of patents in English contain the term "realize" in this esoteric meaning.

build a photovoltaic installation

impianto is normally installation, see e.g.

http://eur-lex.europa.eu/Notice.do?mode=dbl&lang=en&ihmlang=...

There is a potential ambiguity in the phrase as it's not clear whether it relates to the construction of the installation (for subsequent assembly on site) or the actual assembly on site.

set up a photovoltaic system/installation

I've often seen this expression when translating solar energy texts...hope it helps!

agree EleoE : Like it. Could be both, building and installing. Looks perfect to me, here.
