Does this simply mean that the court is asked to 'order input' from the other case? Consider information from? Is there a standard way of saying this in English legal terminology, as I see this is quite a common phrase in French legal cases.

Il conclut formellement a ce que le Tribunal ordonne l'apport de la procedure [ref. no.} ouverte contre Y et Z pour faux temoignage et violation du secret de fonction; prononce la recusation de Y, et ordonne l'annulation et le retrait de la procedure du rapport d'expertise du [date] et des proces-verbaux du juge d'instruction relatifs a la discussion contradictoire de ce rapport des [dates] I can understand what it all means, am just wondering if there is a standard English term in legal speak to convey this...

This is a neutral form, using the gerund, of saying "ordonner d'apporter" qqc. To require to provide something. For example, a 2007 headline reads: "Le chef des FARC ordonne d'apporter une preuve de vie de Betancourt." Some instances, mostly judges and courts but also the prosecution, may require the provision of documents, etc. See example below from Ivory Coast's criminal law. In the case of the question it may be the requirement to provide the procedure in question.
Example sentence:

La Chambre d\'Accusation peut ordonner la comparution personnelle des parties ainsi que l\'apport des pièces à conviction. A

The prosecution may order the personal appearance of the parties and the provision of evidence.

It means le tribunal must order the procedure to be in the file (taken into account) so that they can fire the expert.
