Thank you so much, Heba. This is of great help. This constitution is one of the most complicated assignments thus far in this course, even when taking into consideration that vocabulary in these type of governmental documents tends to repeat itself. Still, this one had several new items. Thanks again.

تسمو بمعني تعلو، أي أنه في حالة التعارض بين نصوص الاتفاقات الدولية والتشريعات الوطنية، فإن الاتفاقات الدولية تعلو على التشريعات الوطنية ويكون نافذة في هذا الصدد

So, based on your suggestion (thank you!) might this work -

- Implementing international agreements, as has been approved by the Maghreb, and - within the scope of the constitution’s rules and the Kingdom’s laws and its established national identity – they will take precedence over national legislations, immediately upon issuance. Also, working towards making them comply with that partnership’s requirements.

I'm not sure I'm clear on the structure of the sentence:
جعل الاتفاقيات الدولية كما صادق عليها المغرب, وفي نطاق احكام الدستور, وقوانين المملكة, وهويتها الوطنية الراسخة, تسمو, فور نشرها, على التشريعات الوطنية, والعمل على ملاءمة هذه التشريعات, مع ما تتطلبه تلك المصادقة

Does وفي نطاق احكام الدستور begin a new segment, and then تسمو ("elevating" or whatever that means) part of that segment?

So -

فالدستور ينص على جعل « الاتفاقيات الدولية، كما صادق عليها المغرب، وفي نطاق أحكام الدستور، وقوانين المملكة، وهويتها الوطنية الراسخة، تسمو، فور نشرها، على التشريعات الوطنية، والعمل على ملائمة هذه التشريعات، مع ما تتطلبه تلك المصادقة».
In this context, "takes precedence over" is more accurate

be superior to something

in such a context, it is quite important to stress the literal meaning of superiority, as needed in the text.
