General Studies High School Program - Ordinance 3.99

Education in the Dominican Republic is divided into different levels (similar to elementary, middle and high school). "Nivel Medio" lasts 4 years and is divided into two "ciclos". The first one is the same for all students and the second one gives options. You can choose "Modalidad General" (General Studies), "Técnica" or "Artes".
In your text, I believe it means that the student has passed subjects corresponding to the General Studies option.
Ord. refers to the regulation governing that "modalidad". I think "General Studies Program" gives the idea of "modalidad general",and I believe it would be high school because it is after the 8th year of school so students are about 14 when they start and graduate at 18.
