...indem die nationalen Zentralbanken bald auch nicht notleidende Kreditforderungen (das heisst Bankkredite) als Sicherheiten hereinnehmen..

I have a problem with nicht notleidende, as "notleidende" itself is "non-performing loans". Non non-performing loans doesn't sound right at all, any suggestions?

non-distressed loans

Edith's suggestion is perfectly valid but you might also consider using distressed vs. non-distressed loans.
