I read the article and it's seems that the author is pointing out that a large segment of Algerian society have not tasted the fruits of 50 years of independence.
I.e., fruits=outcomes (of independence)

ولم تكن المناسبة مفرحة بالنسبة لكافة الجزائريين، بما ان العاطلين عن العمل حاولوا الاحتفال بطريقتهم
وانتهى تجمع الباحثين عن العمل الذين انضمت اليهم عائلات المفقودين خلال الحرب الاهلية بين السلطة والاسلاميين المسلحين وكذلك بعض الموظفين الذين فقدوا مناصب عملهم للمطالبة باعادة الادماج،
نددت الرابطة "بسياسة التخويف الممارسة ضد المواطنين الذين يسعون لإيجاد مجالات للتعبير عن رأيهم،
