I'm editing a translation and this is the sentence

Especially in small towns, parties have given way to “civic lists”, or the formation of a “majority” which re-combines elements of the right-centre-left.

I have several issues with this sentence and need help for one.
I'm not sure that "civic lists" is understandable - maybe better to say "non-party" lists?

neutral Isabelle Johnson : In the Italian context the phrase in question refers to local governments where party lists no longer exist in many areas. I feel independent lists would not make sense in this context.
