A political party shall not establish/have military/armed groups or militias.

"Military formations" implies armed forces or formations performed by troupes. The first is not possible for a political party to have, otherwise it will be a state within state, in which case, the term is valid. The second one describes formations carried out by personnel, like when preparing for a charge or a parade.
