: I don't think that it is an "adjustment to tenants," as that sounds like it has something to do with money, i.e. an adjustment of the financial terms of the tenancy.

Fit-out/final fit out
I recently completed a design and build contract where this was the term for filling out the interior space. This terms seems to be used widely in both US and UK, so your context may be different. See my reference below for a lead ...

: Isn't a 'fit out' when you go to a tailor? - or is that a fitting? Actually this term to me sounds a bit too much like the tenant is having a fit, and ready to quit the tenancy.

See below, this refers to newly constructed buildings. Many more older buildings are refit than new fit out the first time. I did a contract for new construction, where a line very similar to the context above was included.

Here is another industry standard term for this: Tenant Improvement Allowance.
Example sentence:
The amount of the tenant improvement allowance, as well as the length of the lease term is all negotiable.

What you explain points to'adjustments', 'adaptation' and similar expressions, which, in effect, mean customization. It is customization for the tenant or simply 'tenant customization'.
