Contesto:

Pensavo alla luce che filtrava dalle finestre semichiuse di Roma, specialmente in estate, eccitando ogni tanto gli urli degli agenti della U.N.P.A, che gridavano: "Luce, Luce." A Berlino, a parte le pene comminate contro chi avesse lasciato trapelare anche un barlume dalle finestre, ed erano pene che partivano dallo squartamento in poi, v'era la paura reale dei bombardamenti che, in quel mese di ottobre, erano particolarmente temuti a séguito di una intensificazione delle attività dei bombardieri anglo-americani.

dismemberment

I think quartering is too medieval in feel myself for WW2. Dismemberment is at least a little more general. E.g:

neutral Tom in London : but "quartering" is the term used in the text. And "dismemberment" is less specific. I could dismember you in many ways, but there's only one way to quarter you (evil grin). If the text had said "smembramento" you'd be right. But it doesn't.

I think that the Italian squartamenti is a more general term than the English quartering myself

squartare can have a figurative sense here, as what the butcher does with the whole carcasses

slaughtering, dismembering

I would definitely choose slaughtering or dismembering over quartering, which seems like an overparticularisation to me. Squartare has an almost exclusively figurative meaning nowadays, and I am sure this is no exception seeing as the story appears to be set during WWII.

The parts about Berlin, bombardments and the UNPA (Unione Nazionale Protezione Antiaerea, part of the Italian military at the time) make me sure we're talking about World War II. They're describing what would be done in Berlin to people who wouldn't shut off the lights in their homes, thus drawing attention from bomber planes. I'd write something like:
"In Berlin, in addition the punishments that were delivered to those who didn't shut their lights off, the lightest of which was disembowelment, there was the real threat of [...]"
