I mean are you sure the text is correct. I feel e.g the word (جكاية) is an odd word and the whole text is not a legal one as it should be.

I looked at a lot of examples of this phrase in Arabic texts, minus الرسوم, which is part of the previous phrase. I found that it is used in a similar way as على وجه التمثيل .

I believe that it is used here to mean "hypothetically" or "theoretically" in the sense of "just for the sake of an example" or "if I were to say, for example..."etc. If you look at examples of in context you will see what I mean. I am providing a link with one example.

Because this seems to be related to a court ruling, this phrase reminds me of the Latin legal term "Arguendo," which is used by an attorney to examine an argument in theory without admitting that it is true.

This is my interpretation.

agree Randa Farhat : Literally, it is "by way of relating/recounting"- means if A related that B said it costs a million, it doesn't mean that A said it costs a million, as he was only relating. على وجه الحكاية أي حكى لنا أو نقل لنا // How about 'hearsay'?//Right! Thanks.
