Even thought the source text is fairl cryptic, I feel this has to be what it means.
I would assume they are talking about items that are to be purchased for general use within the company, i.e. NOT part of their actual operational 'fleet', which here sounds like a variant on the notion of a 'fleet of cars' = 'parc'

We clearly need to know what this overall document is about, in what field!
If this is the Royal navy, then it might well be 'flotte' — or is this a company operating a fleet of cars, vans, or similar?
Everything hinges on that vital missing context!
