Hello.

The following sentence is about how a government authority (المجلس المشرف) oversees the transfer of staff members between positions in the government bodies its administers.

في بعض الحالات، يظهر النقل بمثابة عقاب مقنّع أو مخفّف، بإقرار رئيس المجلس المشرف [على المناقلات] نفسه

Could the phrase mean "as acknowledged by the president of the Supervising Council himself"? (This would make sense as the president was interviewed in the document.)
Or is it "with the approval of the president..."?

the "phrase" between the square brackets [على المناقلات] is simply NOT AN OBJECT; it describing, however, a duty or a power vested in the so called council.

one more thing which is always confusing to many colleagues, when to use "Confess", "admit" and "acknowledge"?!
we use "confess" only when we report that we have committed a crime or something wrong against which we are charged or accused, on the other hand, we use "admit" to recognize something as true or actually took place or that you've made a mistake, which is not so so terrible; however, to "acknowledge", inter alia, implies a statement of confirmation or acceptance.
Thus; the use of "confession" here, in my view, is absolutely not acceptable.

Does the author think that the use of the transfers as punishment is a terrible misuse? If so, "confessed" might be acceptable, but I went for the more neutral "acknowledged" in the end. BTW, I added "[على المناقلات]" myself to make the context clearer. The square brackets were supposed to indicate that it was my own addition."

The word "admission" seems to be more suitable than "confession" which implies that the actor is professing "guilt".

As for "acknowledgment", it implies that a piece of information has been put forth for the sake of being confirmed, and that the party seeking confirmation is already in possession of the information in question.

However, "admission" clearly shows that the verification and origin of the information in question is from the "admitting" party and not any other party.
